Illinois 18s, Skeleton Balance, Private label Comet, Pocket Watch Movement

Illinois 18s movement, private label as Comet. All internal parts seem fine, all jewels are good. Mainspring complete. Balance staff is complete. Roller table and jewel fine, may be issues with regulator, probably needs a new one. Balance bridge has a skeleton cut-out. I am not quite sure what is wrong with this movement, as it does not run. Everything seems to be there, it may need a roller table or impulse jewel adjustment, maybe the hairspring is misaligned, I don't get it. This one stumped me and I am done messing with it. This is sold for parts but I am sure a better watchmaker than me can get this running again no problem. Needs second hand also. Dial has chips and hairline cracks.
